The Chief Executive's Office ensures effective corporate governance of the organisation. It also provides leadership guidance and support in co-ordination and deployment of resources.
The Corporate Services Group builds professional capabilities and capacity within EMA. By working with the various Divisions in EMA, the Corporate Services Group ensures that EMA works as efficiently and effectively as possible.
The Energy Planning and Development Division (EPDD) was formed in September 2007 upon expansion of EMA's mandate to serve as the agency for energy development in addition to its regulatory and power system operation functions. The Division oversees the planning and developmental aspects of EMA's work in the energy sector. EPDD’s key roles are to (i) grow and harness our knowledge and capabilities to develop long-term energy strategies and plans for Singapore (ii) provide impetus to the growth of the energy industry in Singapore and develop a dynamic energy landscape, and (iii) drive Singapore's relations and cooperation with key international players and organisations in the energy arena.
The External Relations Department works to advance Singapore's energy interests and establish the country as an energy thought leader and responsible global citizen. The department formulates strategies and policies to establish and develop relations and co-operation with countries and various international organisations. Its responsibilities include promoting Singapore's energy interests in regional forums such as ASEAN, APEC and EAS.
The Industry Development Department oversees the development of the energy sector in Singapore. This includes traditional fossil fuel, clean and renewable energy for the industry, transport, building and household sectors. Apart from working to establish a business-friendly regulatory and fiscal framework to promote energy and energy related companies, it also develops energy solutions and promotes energy efficiency initiatives in Singapore. This involves (i) coordinating with the energy industries and R&D agencies on research initiatives (ii) creating platforms to test-bed new technologies, (iii) developing policies and standards to implement appropriate energy solutions, and (iv) engaging the energy ecosystem with other government agencies.
The Policy and Planning Department monitors and assesses global trends and developments in the energy sector. The department helps develop energy strategies, policies and plans to address Singapore’s energy needs and challenges by carrying out both qualitative and quantitative research, data modelling and forecasting. It also serves as the government’s energy data and information repository.
The Energy Technology Department assesses the feasibility of a range of new and emerging energy technologies for application in Singapore, ranging from immediate to longer-term deployment.
The Power System Operation Division (PSOD) of EMA is the Power System Operator who arranges for the secure operation of the power system in Singapore and ensures the security of supply of electricity to consumers. PSOD's Power System Control Centre (PSCC) is the nerve centre of the electricity generation and transmission system. The Division operates mission critical Energy Management Systems, carries out power system studies, and assessment of impact of new generating plants as well as the transmission expansion plans of electricity and gas transmission licensees.
The Energy Management Systems Department is responsible for the operation of the Electricity Management System used to monitor and control the electricity generation and transmission network, and the Gas Monitoring System that provides real-time information on the gas transmission system. The Department also provides support for the Information Technology (IT) needs of the Division.
The System Control Department monitors and controls the power generation, transmission and dispatch system to maintain system security. Operators in the department work round the clock to monitor, control and direct the generation and transmission of electricity throughout Singapore. They are responsible for the safe, reliable and secure bulk transfer of electricity from the generating stations to the load centres. Likewise, operators supervise and monitor the gas transmission system to safeguard reliability and security of the power system.
The System Stability and Planning Department is responsible for the overall assessment of power system security, stability and reliability. It carries out power system stability analysis, and assessment of impact of new generating plants as well as the transmission expansion plans of electricity and gas transmission licensees.
The Regulation Division regulates primarily the electricity and piped gas industries. Its primary responsibilities are to promote fair and open competition through market development and governance and enforcement of legislation, market rules and codes of conduct; ensure adequacy of supply through creating a robust and competitive market; promote high standard of performance and ensure reliable supply by setting and monitoring performance standards; ensure safety of supply through licensing of competent persons and enforcing safety regulations.
The Economic Regulation and Licensing Department is responsible for economic regulation of the electricity and gas industries and the district cooling licensee, licensing and regulation of market conduct, electricity and gas tariff reviews, and development of the regulatory framework to support LNG import.
The Electricity Industry Regulation Department is responsible for regulating the electricity licensees in respect of technical codes and performance standards, ensuring reliability and availability of supply of electricity, regulating electrical installation practices and licensing qualified persons for electrical and cable detection work to ensure safe use and reliable supply of electricity.
The Gas Industry Regulation Department is responsible for regulating the gas licensees in respect of technical codes and performance standards, ensuring reliability and availability of supply of gas, regulating gas safety and gas installation practices, and licensing qualified persons for gas service work to ensure safe use of gas.
The Market Development and Surveillance Department is responsible for monitoring and surveillance of the electricity and gas markets, further development of the electricity and gas markets to enhance competition, and merger and acquisition control.
The LNG Department is responsible for the timely completion and regulation of Singapore’s first LNG import terminal, the development and enforcement of our LNG import market framework, and the promotion of Singapore’s LNG services cluster.
